No, the use of Shelly Cloud is optional, not required for the use of Shelly Wi-Fi devices. You vcan turn of Shelly Cloud connection of devices in the Shelly APP or on the local web UI of the Shelly device. After disabling the Cloud, devices will only function within the local network.
